Culture and the Cockpit
Aviation’s communication standards were designed predominantly in English-speaking, low power-distance cultural contexts. The assumption embedded in standard CRM is that junior crew members will assert safety concerns to senior ones — clearly, directly, and forcefully if required. In many cultures around the world, this assumption is incompatible with deeply held social norms about deference, hierarchy, and appropriate communication between people of different status.
Geert Hofstede’s concept of power distance — the degree to which members of a society accept and expect unequal distribution of power — is directly relevant to CRM effectiveness. High power-distance cultures (Korea, Colombia, much of Asia and Latin America) embed hierarchy so deeply in language, social norms, and professional relationships that direct challenge of a superior feels not just professionally risky but socially impermissible.
Korean Air Flight 801 (1997) and Avianca 052 (1990) are both products of the gap between the Western CRM model and the cultural environments in which they operated. In both cases, the crew possessed information that, expressed assertively, would have prevented the accident. In both cases, the cultural context made assertive expression essentially inaccessible.
Standard CRM was designed for cultures where direct assertion is normal. In cultures where it is abnormal, standard CRM training produces compliance without cultural change — crews learn the words without developing the capacity to use them.
Designing Cultural CRM
Following Korean Air 801, David Greenberg’s work with Korean Air produced one of the most important cultural CRM innovations: mandating English as the in-cockpit language for all Korean Air operations. The reasoning was specific — Korean verbal forms embed hierarchical deference into the grammar itself. By operating in English, Korean Air crews were freed from the linguistic structure that made assertive challenge feel linguistically impossible.
More broadly, cultural CRM redesigns the framework around the specific authority gradient forms of the target culture — identifying the specific communication barriers, providing specific rehearsed phrases that navigate them, and explicitly training the cultural permission to challenge as a professional obligation rather than a social violation.
Korean Air has not had a fatal accident since 1999. Its cultural CRM transformation is widely cited as a primary factor.
